Why doesn't the company offer a, VSIPP (Legacy "S") & VTP (Legacy "T") , as they did with the managers.? And then re-balance the garages.

The days of VSIPP and VTP have passed. They told us that over a year ago. Either waiting until the older guys go or cut the younger if they have to. Union members waiting for a future offer must not have paid attention when they made the statements. They got tired of people sitting around with 35yrs of service thinking they deserve some kind of bonus money to finally get out of the way.
If businesses don't have social obligations, why bother with stalking people for United Way. There has always been a perception that Large corporations were good citizens. T will not offer more voluntary packages...they know who they want to get rid of. Costs too much money to offer when they can just click a button.
I expect a VTP equal to the number of surplussed people in the Legacy T titles. Not long before we find out. The only time I don't see VTP is when everyone is surplussed, in which case everyone is a "volunteer".

Businesses have legal obligations, not social. If they are following the contractual obligations then they are doing the right thing. Those obligations are negotiated every 3-4 years and everyone has access to a copy.
It’s cheaper to lay off the junior people. There was a time T would try to do the right thing but that time has passed. 80
