Why PS rating is applicable to only developers and senior developers why not for managers . There are many inefficient managers also in company who are happily passing time giving PS rating to some hard working developers .Then please let managers only to do coding and develop products . All departments are favoring only managers and not employees at junior and mid level

360 reviews can be biased by lazy or inept employees being unhappy that they are under scrutiny so it is a double edged sword. Micromanage or let employees get away with anything?
We had a single 360 review a few years ago. It confirmed that a team's manager was considered by them to be totally useless. Nothing was done to correct their problems and they weren't fired either. We need 360 reviews but we also need the reviews to cause remedial action when they uncover a problem otherwise they are useless. Teams deserve good leaders.

Partially successful ratings are given to managers. I have 1 manager that I gave this rating to this year. It has been a tough year and forced rankings were required.

That is because only the managers have the authority to rate the lower and mid level employees, you do not have the right to anonymously rate your manager. If you give feedback to your manager’s manager then look for your name on the list of the next layoffs
