I was laid off yesterday, but weirdly my former group’s executive was there and he asked me to reapply as soon as possible. Why would they do that? Anybody else have that happen?

You're still technically an employee of GM until severance date. One of my team members was told ahead of time he will get laid off but to reapply for his job. I saw the job description today with slight modification. My former director said this person was laid off Tuesday and was already interviewing Wednesday.
I was told by HR to immediately look for postings on the link provided in the package and reapply.
I didn't get it wither- I asked her that it contradicted the "can't work for GM again part" and she said it was ok, if a hiring manager showed interest within March 1st and that the severance package will be null and void in the case.
I'm very confused..why would they lay me off in the first place..they could've had my EGM ask me to apply internally instead
Read you severance package it is made very clear that they will not rehire you nor can a contract house place you on site at any GM facility. So try reapplying but it’s not going to happen and can be seen as violating the severance package of GM wants to.
I have heard that Active Safety cut people that were working on a certain program and the program team complained to Reuss and now they want to hire those people back. Sounds like they were given a number and had to make cuts.
I think she/he was most likely telling you to do that as a way to make themselves somehow look like a good guy in all of this. They aren't going to hire you. :-(
Look elsewhere.

Yes, happened to me. Director told me there are jobs in another area that match well with my skillsets and that I should apply. Checked the career site and there are no such jobs. Fairly certain it was a hollow gesture to help the director sleep at night.
My guess is that because the list of people that were let go didn’t necessarily line up with what directors/mgrs wanted. Once they sent their list to HR, HR made modifications and then sent the list to Legal who then went case by case and made modifications - all to CYA for lawsuits. This is probably why some of the people seemed random and also probably why it took so long to execute the layoffs.
Apply, accept, keep a paycheck, apply at night to better companies than GM till you nail something you really like, then leave.
I was also laid off yesterday, but since both the internal and external postings for the company have the same application process, I just went home, logged in, updated my relevant information and resume from internal to external, and and applied for three openings, one of which was rejected immediately as not meeting the qualifications. The other two are still pending.
According to HR if someone wants to re-apply they need to wait 60 days
Not a GM person here but - the practice of having some displaced people reapply is part of the scam. The actual layoff is balanced across gender, race, and age. The government watches that part closely. The rehiring of displaced staff is where the actual bias against factors like age happen.
