voluntary retirement would be the best option for the employees above 10 years of experience in oracle who no longer willing to work and waiting for the company to layoff them.

Some "no pension" employers give employees who volunteer to quit a lump sum. It works as a way to get rid of a disproportionate number of oldsters without getting into age discrimination trouble.
Why would you want to forego a severance package? That's dumb.
I don’t think that will work for Oracle. We may have people who actually bring value take the money and leave.. and those who cannot go elsewhere stay.
This makes no sense in the USA where ORCL has no "retirement" program . What are you expecting? A gold watch? A payout? Retirement at ORCL is called voluntary separation and it's no different from resigning. OP, are you referring to a country outside of the States?
in Germany exists an early retirement program. Unfortunately you can not volunteer for it.
