It's worth pointing out that "Asian" includes South Asian / Indian.
The New College Grad hiring program has always been a deep source of discrimination at Oracle by blocking everyone from all but the very limited set of schools, and covering their salaries for the first two years out of their budget so that departments had no way they could afford to hire as many people without going through that program.
(Of course, when those who stuck it out longer than two years had to start getting paid out of the hiring departments budget, then budget crunchs either killed off raises or forced layoffs like Systems Group had.)

“In the document, the Labor Department also claims that Oracle strongly prefers hiring Asians with student visas for certain roles because they are “dependent upon Oracle for sponsorship in order to remain in the United States,” so the company can systematically underpay them. Between 2013 and 2016, the department says, 90 percent of the 500 engineers hired through its college-recruiting program for product development jobs at its headquarters in California were Asian. Over the same four years, only six were black.”
Discriminatory practices are the norm, not the exception at Oracle. I know people who were refused promotions or even laid off because they used the EAP, as "anyone who needs therapy is mentally unstable", despite the fact that its usage should be confidential.
Indian managers don't give 2 sh--s about women and the value they bring, I knew one that actually openly said he doesn't respect the work of women.
I know of someone in Europe who was RIFed because his salary was too high (he was actually told that by his manager).
And, let's not forget the people most likely to get laid off are remote workers, when Oracle brandishes WFH as a benefit.

During the same time frame, it underpaid Asian technical workers at its headquarters by $234 million, the department said in the filing. It shorted the fewer than 30 black technical workers $1.3 million in the time period, according to the filing."

"Now, the Department of Labor is restating the accusations, going so far as to accuse Oracle of destroying evidence in the ongoing case.
The Department of Labor accused Oracle of using two main methods for discrimination. First, it claimed Oracle relied on prior salary when setting initial pay. And second, it accused Oracle of "channeling" female, black and Asian employees into lower-paid careers at the company."
It says Oracle preference was to hire Asians. That’s because only they do the work. Most of non-Asians don’t do any work and look for ways to do nothing.
The complaint alleges "Oracle suppressed starting salaries for its female and non-White employees, assigned them to lower level positions and depressed their wages over the years they worked at Oracle." These practices caused the employees to miss out on a total of $400 million in compensation, the Department of Labor said in the filing.
In a new federal filing Tuesday, the Department of Labor claimed Oracle's alleged discriminatory practices cost women and minorities an estimated $400 million.
The complaint builds upon a 2017 lawsuit the Department of Labor filed against the company.
The complaint alleges Oracle used discriminatory hiring and compensation practices and later destroyed evidence.
