What are you talking about? I am not talking T&M and Fixed Bid Contractors (IBM, AMDOCS etc) albeit these guys have been hit very badly also this year...I am talking AT&T hired Contractors in roles such as System Engineers and Project Managers as the majority have been laid off this year starting in December......I ought to know as I had to lay off most of my System Engineer's on 3 year and right for hire contracts....

I'm sure it depends on what kind of contractor you are. I do contract for OSP and when I was laid off in Sept I already was offered a contract job. But all my work is off-prem. Maybe contractors that work in an AT&T BLDG ARE effected. If I get laid off I will report back. I only work part time anyway. My layoff was really an early retirement.
