I see on linkedin we opened a new OCI datacenter in Toronto. That must have created some new jobs.

SC magic, now we have a DC, now we don’t. And that plus some very, very, very creative accounting is how SC gets to 80% margin on cloud - factors of magnitude more profitable than any other cloud company on the face of the earth. Now, it’s pure fiction, but what the heck...
OCI doesn't build their own data centers, they lease whatever colo is cheapest in the area
The DC's are being leased (from the water cooler discussions, SC hasn't told me anything personally) but the people who work in them are ORCL employees. I don't know if there's a significant number of new local hires (doubt it based on ORCL's typical mode) but even if there are some local new jobs, it's not going to be 1000's, maybe a couple of dozen would be needed.
iirc, someone did mention before that cloud data centers are being leased and not run by Oracle because SC wants to cut infrastructure expenses to bare bones. Would like to know more, too, but I imagine it is classified as “if I told you I would have to kill you” information.

You have no idea who actually runs "Oracle" datacenters, right?
