I don't know, maybe this is a stupid question, so if it is forgive me. In light of the rumors about further outsourcing of some segments of the company I was wondering, if that situation was to happen are they in obligation to perform a buyout like last time, or can they” solve” that situation with a wave of mandatory layoffs?

Really? Unless you are union or have a contract, the company is under NO obligation to give you any offer. They can tell you to hit the road any time they want. Just like you are under no obligation to give the company a notice if you want to leave.
