Is anyone hearing that I.T. will be outsourcing network change management? What else is going to IBM, Infosys, etc?

To answer your question. If it is data maskable, there’s a strong chance that it’s going. Really only things retained are there due to security. Years ago this same thing happened with VDSI and they got around it. This is really no different, just a matter of legal/security and compliance covering themselves first.
What does network change management do?
