I have been contemplating leaving GM, and last week my manager saw me looking up information about job openings. She brought it up to me which I denied doing so. Any chance this could cost me my current position if she knows I’m leaving?

The managers you applied to knew that layoffs were coming, since they were announced in November.
Why would they want to fill their openings and increase their headcount knowing theyd have to lay off even more people in February?

That’s an odd CAP objective.
Even if you didn't do it, your chances of getting fired are same. With the way GM is run today, they SHOULD NOT expect employee loyalty. Your manager is no exception, really sad she doesn't realize her job is no secure.
Memo to self: Some things are better done offsite, on your own device, and not using corporate network.
There are very few good managers at GM.

You should be honest. If you have valuable skills, and they’re a good manager, they’ll do what they can to keep you.
They can fire you for any reason at any time.
No cause needed.
If your manager has it in for you, better move your plans forward.
