Since 2011 (7 years) AT&T’s offshoring efforts have resulted in 44 closed call centers and 16,000 lost US jobs.

You know what is missing? The actual numbers of additional off-shore headcount while 16,000 U.S. jobs disappeared. Was it 50 or 5000? Was any of it related to AT&T acquisitions in South and Central America, resulting in Mexican call centers, and not involving the work being done in english speaking call centers?
I never understood AT&T's pledge of new jobs to be other than infrastructure jobs, and they're laying fiber and building up their cell phone assets.
The 2020 initiative was never put on hold, or the plans to retire POTS landline.
AT&T has to pay the interest on $180B of debt. Gotta cut costs somehow.
