Qual­comm said it re­pur­chased 254.6 mil­lion shares val­ued at $21.14 bil­lion in the Sep­tember pe­riod, ful­fill­ing a com­mit­ment it made af­ter aban­don­ing its of­fer for NXP.

Way to go blow a ton of cash. Next year GD will be noting there is not enough 'reserves' to fund future R&D and so corp R&D needs to be resized. Genius finance dude there.

This is going to get a bit technical, so buckle up. To purchase a $70 share with overseas money, Qualcomm has to pay taxes to Uncle Sam. This means the actual money out is about $83. It does not mean Qualcomm paid $83 for that share. I know, you are thinking "duh, I should have known that", but you didn't.
