Daily Noon calls almost make it clear decisions would be made entirely at High Levels. Mgr/Dir. would have vested interests as they are eligible themselves

Im a manager and Im just as f---ed as you. Trying to figure out if I can get another job. Directors are a different story.
What’s an as kisser, and what’s the benefit of cozying up to a conjunction?
To all the people that think that their directors should be consulted.. think again.
The directors prepared the lists for INFY. If its left upto the directors, they will screw the people who challenge them and will keep the as kissers.
The severance offers are being given by HR. HR will be impartial.. they will mistreat everyone the same way.
We were told otherwise. Our director would be consulted and will have the final reccomendation. Not to say that I actually believe that.
Who do you think knows what will impact the business? Higher than the Dirs do not know who is doing what.
When I got laid off in November 2017 I suspected I was picked to protect my manager's favorites. I have no way to prove it but that is how it looked. If this will be done at a high level there will be people gone that may have let go already. I wish everybody good luck and for me there was life after VZ.
The decision was preident to c-suite and the board. SVP's of the various little kingdoms of Nod were excluded and they're sore about it. Those HQ contingency calls centered around preparing for a hypothetical worst case are the reason were in this spot. Wimpering in Webex is not work, it's time stolen from the shareholders and taken away from focused constructive tasks.
They did exactly that during merit time. So basically HR said what was given (most got 1%). That is the concern here as well, while you don't want management messing with the people that want it, this will still have to be consulted with the team leaders for supporting the business. It seems someone forgot that this is still 100b company that still needs to support the countless customers. Yes, even the customer facing teams got the email!
