Is everyone that previously worked in receiving eligible for the backroom position?

Reasons given: Coachings/Time in position/ Eval ratings.
We were told no current receiving associates are eligible for the backroom position! Can't figure out why
Its a closed job opening. Meaning the current associates being eliminated have first choice, if they dont accept then the position opens up to anyone.
No you have to be able to drive a lift. I don't remember some of the other rules I've heard. But no just because you worked back there doesn't mean you are qualified.
