Does the state reject unemployment benefit for voluntary layoffs? Does QC indicate to the state who were involuntary and voluntary employees?

To call someone a criminal for following the recommendation of QCOM HR...it's preposterous.
The definition of quitting in the legal sense is not so easily defined.
The status of those that volunteered or not is the same...paperwork is the same...and their status is "layed off". Even the EEOC stats are the same and don't differentiate. QCOM pays higher premiums with more claims and if anything they have a disincentive to make this recommendation.
So go ahead and call people criminals if it makes you feel good. You are wrong in saying this. At best you could argue it's a debatable issue, but you are most likely not an employment lawyer...just keep your legal opinions to yourself.
Most criminals that want to defeaud the govt have justified it to themselves already.

There may be a separation by mutual agreement if the employer and employee have mutually agreed to separate, either at the time of termination or, initially, at the time of hire. In such cases the termination is neither a discharge nor a leaving and thus a disqualification cannot arise under Section 1256 of the Code. The expiration of a fixed term contract of hire to which the parties initially agreed is an example of a termination by mutual agreement.
You take advise from QC HR vs the explicit and easy to follow instructions from EDD that in plain English that if you volunteer to quit, you dont qualify?

I doubt the advice from Qualcomm HR wasn't vetted at some level by people with some expertise in this area. I trust their stance on this subject more than the one or two morons claiming that this is fraud...

I got an EDD debit card. You must have not filled something in correctly or called in for status.
It's a no brainer, you volunteered, your not eligible. Easy case of fraud if you do.
No. You're eligible to receive benefits whether or not you volunteered. Qualcomm makes the final decision whether you stay or go, not you.
Unemployment is at most 450 per week before taxes. What a joke. It is almost August and I still haven’t received a unemployment check and I filed on June 20th.
You volunteered to be on a list. Q chose to lay you off. Some people weren't accepted or made to stay longer.
As messed up as the upper management is at Q, I think HR did a pretty decent job with the transition for impacted employees. If they are saying there is no differentiation between voluntary and involuntary, I have no reason to doubt it.
I was told by HR that volunteers are eligible for unemployment....and this is consistent with previous layoffs.
That's a question you need to ask EDD. I would not rely on QC HR to be truthful. According to what I just read online, EDD could construe a volunteer to be laid off as a voluntary quit and refuse you unemployment benefits.
