In my group, after laying off many engineers in April, still 3 Sr. Directors are in charge of one team. 2 Sr. Directors are leading one project, One PM pass message to 2 more PMs, then reach to engineer. .....

I have seen working meeting where a single engineer is working hands on and 2 or 3 senior level engineer is just wanting to take status:-)

That is not unusual at all in Qualcomm. HR should know all about that. See a small group of less than 15 ppl has 1 VP, 2 Sr. Dir, 1 Dir and 3 secretaries... lol
