As an old-timer , I can tell you from first hand experience that a lot of the job openings are fake jobs to satisfy the dept of labor for H1B visas.
They can't sponsor H1-B's if they can't prove that they made a strong effort to hire a legal citizen. That's all these job postings are. There is no intent to fill. They can then say look we tried and we can't find any qualified people. That's how this all works.

Also, many of the job openings are phony and were never intended to be filled. It looks good to the outside world for a "growth" (haha) company to have job openings, especially in key areas.
So sweet, innocent - you don't understand. Jobs aren't based on skills, they're based on politics and pay. If you're rif'd and your status is "eligible for rehire" then you can apply for another job but if your salary is high - forget it. you won't be hired back. All the job posting are with aimed at cheap offshore or cheap US, or they've already gotten a person and just posting it for HR policy.
It is so darn obvious what oracle, ibm and others are doing.
Folks, even if you do not agree with unions and worker’s rights, you need to understand that these things keep ALL employers in line. If the union shop down the street is offering vacation and good pay and other benes, then non-union shops need to keep up if they want to get workers. That is truly a rising tide that lifts all boats! You know what isn’t? Bull c-ap tax cuts that are plowed back into share buybacks and CEO yachts!
This is the most anti-worker job market than I have seen in my decades of working. I have applied for Oracle jobs even though the pay is lower, the work is more complex and I do not have a BSCS. I know the horrid taleo is just kicking me right out before any human sees my app. I should feel lucky but this is all over the job landscape now.
Only Millennials and H1B’s will get these jobs. You can qualify but the pay is so low that only a new college hire or foreigner would accept them.
been discussed many times here. the 3+1 elders strategy is to replace experienced and well paid people - so called "mercenaries" in MH words - with inexperienced and underpaid fresh meat.
if you want to be paid 12k€/year (that's the maximum you will get in the Bucharest hub) then you can sure apply.
