but why bargain to extend the contract 13 moths before expiration? Why not bargain to settle it. 13 months should be enough time.

I wish you all luck in the upcoming negotiations, but to think Verizon is going to just give you the keys to the business with the lack of work in certain areas (remember it’s just not about what’s happening in your little slice of heaven) is extremely wishful thinking.
Severe labor shortage? VZ will just give the Donald a campaign contribution to look the other way and then import all the labor they need at 20% of the cost.
