RSU recommendation letter VS grant

I got a webletter recently about an RSU reward.

In contrary to previous grants where it simply said I got the RSU, this one said my boss only recommended to give me RSU and there is a committee that will decide at the end of the month whether to actually give me the reward.

Is this a new thing or are there 2 types of RSUs?

It's a legal thing. Like one of the earlier replies said the whole block of RSUs needs to be confirmed. Don't stress.

As I recall it, this is normal. They tell you that they intend to give you some RSUs, but it is not official until it is formally voted on (not yours individually, all of them as a block) by the Board or some subcommittee thereof. Theoretically it could not happen, but I don’t think it is likely once they send that first letter.
