Do they negotiate at all? If yes, how much more can I ask for? 5%? 10%?

If you are ambitious enough to ask for more then Cisco is the wrong place for you. Think about your long term career - you can do better.
Here in our grad hires take what's on offer or go elsewhere. And if they express an expectation for fast pay rises then they don't get hired...
