you guys in the west are behind. other regions have been doing this for years already. in the southwest and midwest prem techs do everything from sai to prem on copper and fst/cfst and prem on fiber. CST (MST) are the ones doing most of the sitting around. giving them bonded pair installs gave them something to do. they dont want prem techs putting helper tickets unless a dig up is required. prem techs are to pair change or fix the trouble on anything else

I said in a previous thread...

Installs are so low right now that the few they do get are cheaper for a $37 an hour employee with seniority to knock out than paying leagues of $24/hr employees to sit on their a-- and do training all day because there’s no work, even with the bonded pair installs. The expansion is cooling down.

By and large the wire techs have less seniority on average than the service techs. When layoffs come, they’re shifting work from the group that’s about to be cut. This is THE COMPANY getting ready.

Wire tech work is UNPROTECTED, it says so next to each wire tech’s name in Webphone. Only wage scales WS31 and WS32 have protected work that can’t be outsourced to lower union employees. (Some areas can contract out while others cannot)

Example: We almost didn’t have a buried wire crew in the southeast. They laid off all but 2 guys and 1 manager. They grieved it, went to arbitration, and it was decided that ATTSE (9 state area) MUST have internal employees first. So long as there are contractors, internal hires are entitled to unlimited overtime.
