Regardless of what pans out, this is a true sign of a company that is in real trouble. You cannot expect to attract and keep a dedicated and effective workforce by shedding the costs of 401Ks, health benefits, etc.
I'd love to be a fly on the wall at the upcoming GSD call just to hear the BS explaining how field employees that are already being worked into the ground will be so much better off.
This is looking more and more like an Uber and Lyft model which according to a news report today: most drivers are discovering that they are making around $3.37 an hour before taxes after vehicle expenses are factored in according to a study done at MIT.

Sure, HPE can use contractors. Sure, HPE can depress wages. No one says you have to take such a job, or stay around if they change yours.
Remember, you are not obligated to work for them.

FWIW, outsourced contractors can be US citizens and Green Card holders.

The idea of outsourcing the CE's is not a new idea (but I think this might not be just CE's it might be the entire field organization with the exception of area managers). HP did it in the past and the results were such that new management has to reverse the process. It seems like a cyclic thing with different generations of management. The thing that might be differerent is that HPE is a much smaller company now, computer systems are much more resilient, and customers (while demanding first tier service) seldom need the high touch needed in the past, and are very price sensitive to IT costs. So this round of "outsourcing" might well stick.
Mark my words. CE's will be contractors. There was a manager meeting in central this past month. The managers were talking about major changes to the way things were going to be done. They called it a "new world" so I think this post is possibly very accurate.

.. wow .. $45k max .. really? High school teachers can make more. Which begs this question? Who would work for HPE for that kind of money (plus all that low morale stuff)?
There is a limit of how much you can squeeze people before they leave. HPE is not immune to the laws of economics in the labor market.
You get what you pay for.
In the service business there are layoffs, often for credible reasons, but turnover will kill you in the long run and if they go the contractor model, they will lose most of the experience and institutional memory that they haven't already fired.
I was in the field for a very long time and the CE contractors I worked with during many of their "contractor crazes" couldn't fix a sandwich.
Like cheap shoes, contractors are only a short term bargain.

Rumor has it that there will be some sort of "push" to turn most or all of GSD into contractors. After The Meggot got rid of ALL (or almost all) of USA-wide contractors about 1/2 year ago, there is now (post-Emperor-Nero) a push to get contractors BACK again! For servers testing, that is, in Houston, for example. And... I know this will SHOCK you... They are chintzing them down to the lowest pay possible! You want to write script files and test and debug servers for $45 k/yr absolute MAX? Then have at it! That's what contractors are being offered.
HPE will cut and cut and cut, and then try to fix it only after (whatever) limb has bled so much that it is turning green with sepsis and black with necrotic tissue (gangrene). Then they'll try and fix it with a band-aid and an aspirin.

GSD is Global Shared Delivery. Name changed last year... Support became Shared.
GSD is Global support delivery. It's the services side of the business. customer engineers (field), ASMs, etc.
