Taking a look at the macro trends and the amount budgeted for employee severance packages we can clearly see that Oracle is about half way to their "Restructuring goal" put in place by executives last year. The Only way to achieve that goal effectively is to make massive layoffs Dec 1st and March 1st at the end of those fiscal quarters.

Taking into account this calclatons means that $475 million has been spent. Which means $475M/.03M = 15,833. Approximately 16,000 employees are slated for severance. $1100M - $475M = $625M was used for more employee severance packages. This number indicates that $625M/.03M approximately 20,000 employess have received packages. This will be a grand total reduction of 36,666 employees globally.

As a M5, I can verify this to be true. Restructuring activities are underway across multiple organizations and products.
