you mean the program mostly for minorities to bounce around three years and then not have a job offer at the end? I've seen two of them and they were clueless and unwilling to learn anything, program doesn't do what it intended to

Nothing trumps genuine experience in helping one avoid landmines, both literally and figuratively. Experience and sage wisdom is currently underrated, derided, and ridiculed, but can help any enterprise avoid obvious pitfalls, well, at least pitfalls that are painfully obvious to those of us who have been around the block a few times.
Nothing against you young bucks. It's a nice mix when new ideas to old problems are thrown on the table. Sometimes newness to a situation sheds new light on it. But it's unfair, the dismissiveness and disdain some younger folks hold for those who came before, those who try to diminish us, our contribution, and feel we deserve mockery.
In Vietnam, the first lieutenants were, essentially, the LDPs. The cherries used to order heads to march directly down a worn path rather than traverse the brush alongside, though seasoned men knew it was suicide not to stay in the brush off the mined paths. Practical experience makes all the difference, and keeps people alive.
I've met a few good LDPs, but by far the dumbest people I've met at Verizon have been LDPs. I don't have any confidence in HR to find good people on their own.
