Does planned PTO (vacations) count against us for layoffs?

I remember someone posting during one of the previous layoffs that they look at time off. Not sure if that is UPTO or both. Personally, I think it would be unfair if they used our vacations against us. Aren't they always pushing a work life balance? Vacations are good for you and studies show employees who utilize vacation time are more productive. I use my PTO, but make sure I keep a nice cushion for a balance. I say enjoy your vacation!
