So I'm in a in struggling pillar as an outside sales rep I foresee a PIP in my near future.. Are these delivered by HR? Also, when I am terminated how do you respond to my prospective employers if they ask if I left on my own will? Or do you only provide dates of employment?

How long are the PIPs?
Oracle only provides your dates of employment. They will not say you were terminated.
PIPs are handled by your manager with HR interaction. HR and Legal review documentation when you fail your PIP.
