I just got an email from the company asking me to verify contact information to updat "tax and payroll" is this my hint about my impending layoff?

No - these emails are sent out about twice a year to everybody.
I've been here for many years, never got anything like this before.
This is totally bs. They spam us all the time with snail mail "offers" from "partners." And now they claim they need to "verify" our address?
I've seen emails at end of year from payroll to confirm some tax stuff, but never in the middle of the year.
Everyone received the email, but some people CANNOT update their profile.
Those people are gone on the 24th.
I don't think the email itself is an indicator for being targeted for a rif.
But perhaps they discovered in previous rounds that many employees had invalid or old addresses on file that resulted in undeliverable FedEx packages? So a general cleanup effort? I've been with O for 10 years and never received such an alert in the past.
Most people got the notice from all over the company. The HR pin heads didn't have the dencency to inform pieople that such request for information was going out.
I got laid off from CX Cloud, but I never got that email. Oracle laid off hundreds on people on June 1st. If you made that cut, you should be good for a while.
I work in one of the "cloud" dev groups and got the same email. I don't think it's targeted at any one group.

We got it in OMC across the board. I checked w my manager. They all got it took It's a standard thing not a layoff indicator.

No. Pretty much everyone in my group got this email.
I'd pretty much bet that not all of us will be laid off. We're hiring.
