Realistically, I think it is ALWAYS being considered. When a quarter end forecast is short, this is the quick remedy they now resort to so they can keep those share prices high and the bonuses rolling in.
This mentality (cancer) has matasticized in corporate America now. Those struggling to make ends meet value their jobs more, so keep them loyal by necessity while the rich get richer.
Maybe Americans need to make their own Bastille day?
