No its not to bring H1Bs. It is to continue their employment.
These are not un-fulfilled jobs but pre-filled jobs. i.e. Employees (M.S. grads on student visas were hired most likely on Optional practical Training that alllows them to work almost 3 years, then their H1B visas were processed (by now they are already 4-5 years on their job). Now the company advertises this job that was filled 4-5 years ago - they will collect a few resumes and then tell Labor Dept that they did everything they could but did not find a "qualified" local candidate.
To bring over H1B's, you need to post a fake job that you have no intention to fill. It's that or they plan to fill these roles with cheap class of new college hires.

The internal job board was so overwhelmed with applicants it wasn't responding this morning. That says it all. LOL
Rumors abound that BDR's and CSM's and certain sales folks are being whacked left right and center. Sh--tiest company ever. Hurd has no clue how to transition from OnPrem to the Cloud! CSM - what a joke - just look at the SAAS Customer Retention Rates on CX etc.
Pivot to cloud. Blah blah blah, cloud, blah blah blah, CLOUD! Blah blah blah

There are a few threads on this here on layoff.com - look for them
