Metro to me means they will cut Astls and assign a metro to the area. What you said is true it I think this is a move to reduce astls per store.
This has been the process in Fl for at least the last 15 years. ASTLs switch stores without say as long as within 50 miles.

Other regions have been doing that for years. In areas with lots of stores in 50 mile radius they just swap astls at will. They don't apply for a store but the astl program
