Why would a Intel VP write this?

Knowing the SVP who wrote this personally, it makes total sense. Typos and all. And no, he wasn't the zombie-who-refuses-to-retire SVP... that's another one.

All of them should be flushed.

Here's some free advice for the author: Get someone to check your grammar and spelling before you send a letter to the court or you look like an idiot.

Since the court adjudicated in favor of employees, this VP must eat his words. If they had no fear of wrong doing, why prevent a lawsuit. This illicit deal happened under PSO's watch. Till date, no one in the management dares to talk about this, while people are asked to spend oodles of boring anticorruption classes with repetitive content (on why you should not accept more than a $30 meal from partners and vendors).

There a different wage cap program legally installed by corporations, it is called H1B.

How did this letter surface?

This is just one example of a mindset shared by many Intel VPs... Unfortunately writing a letter like this as a Friend of the Court exposed this particular VP, however most who achieved that level on the Intel pyramid share the same mindset...

Shows an interesting mindset.. speaking out against a small windfall for the employees affected?

He probably wanted to hire some qualified people from other companies but was prohibited from doing so because of this policy.
