How soon will we start having layoffs? Are we going to have them all at once or in stages?

Stage two and stage III will be designed to keep the numbers below 500 for each stage.
How many people will be laid off in stage two? Has that number been determined yet or will that be determined by asset sales?
Stages with first stage of 300+ in October 2017, second stage in March 2018, and final stage and closure June 2018.
I know everyone is anxious and stressed. I think they shouldn't keep everyone in limbo. The economy in Bartlesville is not strong enough to support the wages of the people who are going to be laid off, unless they are willing to work for $8-10/per hour(not) They might as well rip the Band-Aid all at once and just completely move to Houston.
