unless you raise Salaries to 130K USD, nothing won’t change. you can change guidelines as you want but Please note India is a country of 1.3 billion people with exceptional talents. So they will find a person to meet the new guidelines and same person will be willing to work for lesser salary. if Trump is honest and want to reform H1/L1 Visa abuse --> Raise wages , reduce quotas and make a law that 75% of Employees must be US Citizens. There may be some genuinely talented people and we should not miss out. but system should only accept those highly skilled and talented people.

I know Cisco laid off Americans in BXB, RTP and then fill in the positions in Cisco India BGL.

In my case, it was replace with 2 red-badges in RTP. My desk had a warm body sitting in it within 30 days. There was someone there when I dropped off my laptop/badge with my manager.

This law does not apply to Cisco. Cisco outsources the lowly IT support, system admins to third-party approved vendors. Cisco H1-B engineers are earning above 100k for sure and not for their lowly programmer skills.

Jack the H1B rate up to $100K/year or more. Problem solved.

Issue is Trump. He is talks a big talk until he determines (read: his advisors explain to him for the 400th time) that he is hurting the bottom lines of his business cronies. Then he will back off and we will be right back here again.

Trump is a fool. He will only encourage more outsourcing of jobs to India. Just because you close doors on H1/L1, you think companies like Cisco are going to hire costly enggs in US. They might hire few enggs to show numbers to Trump. But jobs which are not location specific will be send to Bangalore Cisco or to any outsourcing firms.
