Oracle knows nothing about cloud computing
Unfortunately the most of customers know Oracle Cloud is fake and not working and which ones are better. In fact, many of them are migrating their on-premises assets to non-Oracle Cloud Solutions.
Oracle Cloud?? There is a whole generation of millennials who do not know about oracle or oracle cloud? It is a steam ship in IT.

Oracle has cloud outages all the time, but so few companies use the oracle cloud that it never registers and never makes the news. That is a very telling measure of oracle's utter irrelevance in the cloud!
AWS is having a huge outage today. Sorry, but things are tough everywhere. Cloud is a massive transition that cannot happen as fast as Wall St is expecting and that some customers are not ready for. Everybody is feeling the pain. If SAP is ahead of Oracle in Cloud, then why are my customers asking constantly if they can run SAP on Oracle cloud? My buddies at IBM say that it's worse over there.
Oracle cloud is way way behind. AWS has 30% cloud market followed by Microsoft, Google, IBM, and Albaba. Oracle is a distance no.6 with only a few percent market share. AWS grows very fast and technically a lot more feature rich than Oracle cloud.
Probably that was the reason it was made a separate GBU. There is hope.
That would require oracle and it's brilliant [sarcasm alert] executives not to destroy it, which would be a major departure from every other acquisition that oracles has ever made, i.e. Highly unlikely
