This is all true - PSCM coworkers on the 5th floor have signs posted on the bathroom stalls " please no flushing paper towels down the toilet". Floors above 5th are constantly getting flooded and smell like Truck Stops. The good news is they have not found any old style corn cobs in the pipelines.
No one knows the WHY, or maybe it is just a "what did your Mother do to you" thing.
