WFR started as a quarterly event, but has been consistently on a monthly tick for the past year or so. Justified as reductions for the HP/HPE split, ES spin off, Software divestiture, or whatever Meg dreams up this month. Whatever it takes to move from 320,000 employees down to about 25,000 for the future HPE company

Not only that, they've been cutting some of the more expensive employees, mainly ones that are disabled and cost the company an arm and a leg in medical bills...
Yes, they are back-filling with contractors to work through the separation/spinoff efforts as people are forced out of the company or flee by choice. The problem they have now is that the contracts for these people prevent them from being moved over to CSC or TrendMicro like HPE is doing with all regular employees.
I suspect NewCo's employee strategy will to contract the majority of the workforce they can't offshore, and have a skeleton of full-time employees which will consist mainly of management and some administrative assistants. They won't want career-oriented people as a rule of thumb, as they are the individuals you actually have to pay well and give good benefits to in order to retain them.
My advice: If you're fresh out of college, a contractor looking for a short-term gig, or an individual close to retirement, NewCo is probably a good choice. Otherwise you're best suited looking elsewhere.
Every quarter HPE doesn't make the numbers they will go through and let go US, UK, and Canada based employees go first. My whole team was finally eliminated in the US and Canada with my number up last on 09/30/16
It has become norm in there business culture starting with Herd. If you can't work in that type of environment, your on choice is to leave beforehand. If you live and work in these 3 countries, it's not if but when will it happen to you. The older you are the faster your number will be up. After 15 years, starting before EDS was picked up and destroyed, I learned it didn't matter how you rated with your skill set. Leave on your terms is my best advice to anyone still left with the Horrid People Eater.
Are they back filling these layoffs with contractors?
When I was at the Houston site almost half of the people you saw were contractors including myself.
