The party line is that no one's pay will be affected in 2017. Somewhere in the official Q&A section it mentioned "a board evaluation of payscales will commence in 2018. Does that mean that demotees can expect a cut or just a freeze in wages?

title changes are meaningless....cutting salaries can cause max exodus
If you're being demoted you will get a date for when your pay decrease will go into effect. No idea what the board wants, but they're most likely looking for cost savings, and wanting to pay big money to keep the important people. Have to afford those a--kissers and yesmen at everyone else's expense.
