I was bargained in Mobility and was surplusted a while back. No, they do NOT give advanced warning that you will be surplused. Our local union president was notified by Labor Sunday night before our in person meeting Monday. We all had a meeting invite sent to us by someone we'd never heard of before about an hour before they dropped the bomb on us.

Actually they gave me 15 days notice on the surplus before getting officially notified so I actually got 75 days notice. They had another position for me but I had to move from Atlanta, GA to Bedminster, NJ which I declined. If you work it intelligently you can find a better paying job with another company in 60 days. I'm in a much better company now.
