AT&T Wireless Services has begun plans to outsource some of its information technology work to lower-cost operations overseas, according to people familiar with the situation and documents obtained by the Seattle Post-Intelligencer.

The Redmond wireless service provider, which employs 30,000 people, including about 3,800 in the information-technology group, said it is still evaluating options and no decisions have been made.

But employees and internal documents indicate that the outsourcing process has already started.

Company executives were told to downplay the issue.

"The marching orders are that we are going to do it," said one employee who expects to receive his layoff notice in by January or sooner. "Now we are just trying to figure out the mechanics of how to do it." He said as many as 70 percent of the IT staff could lose their jobs.

Tata Consultancy Services and Wipro, outsourcing companies with large operations in India, have consultants working on the AT&T Wireless campus in Bothell, said the employee, who requested that his name not be used. That is creating an awkward situation for some AT&T Wireless employees who believe that they are essentially training their replacements. Most are being told they are overworked and in need of help and all is ok. Reality is ATT is just trying to keep people quiet until notices go out. H1B workers are paid less than 20% of the workers in the US and receive no benefits. ATT just hires the outsource company and counts the new hires as employees on the records so it looks like the employee numbers are still high.

This is not about politics , or being black and white people. This is about class warfare between the rich and middle classes. Rich want to get richer at the sacrifice of eliminating middle class jobs. By the way don't listen to idiot friends that make it out to be between the races its about the rich and middle class. Educate ,connect the dots and make your educated decision of what the very few rich people in power are doing to us.

Obama’s expansion of the H-1B outsourcing program would take effect just three days before he leaves the White House. It can be seen as a direct challenge to incoming President Donald Trump, who promised to reform the H-1B program.

“I will end forever the use of the H-1B as a cheap labor program, and institute an absolute requirement to hire American workers first for every visa and immigration program,” he said in a March 2016 statement. “No exceptions,” he added.

Obama’s new regulation would increase the annual inflow of H-1B professionals, and also allow more foreign professionals to get the permanent Green Cards that allow them to stay in the United States and eventually, to get citizenship for themselves and their family. The new regulation also benefits employers because it ensures more competition for jobs in business, academia, science, healthcare, technology, design and the media.

“This is an attempt to rewrite the Green Card [immigration] system through regulation,” said John Miano, an attorney who represents American workers hit by H-1B outsourcing. “The effect is to make an even bigger hash of the problems we have now,” he told Breitbart News.

Companies, universities and government agencies currently employ a population of more than 1 million foreign white-collar “guest workers,” who are usually hired without any chance for Americans to apply for the U.S. jobs.

These foreign professionals are not immigrants, but are temporary workers slated to return home to Europe, India, China or elsewhere after a few years but take the jobs with them. The population includes roughly 650,000 six-year H-1B professionals, plus several hundred thousand additional foreign college graduates holding L-1, B-1 or NAFTA visas

ATT has been using H1B employees for about 6 to 7 years. Employees have complained to their congress people and it fell on deaf ears. Maybe that's why the change in direction and not using hidden millionaires like Obama and Clinton to run the country.

I Think your missing the article point. ATT is HIDING the outsource by showing it's employee numbers remain high. To wake you up a bit. the last administration allowed outsourcing and even encouraged it to keep everyone from seeing the liberal ways they followed.
