I wouldn't expect immediate changes, but you can bet the legal counsel at CSC, HPE and even IBM are working overtime to understand the changes coming and the affect it will have on business as usual.

$135K salary floor won't matter much in the Bay Area, but everywhere else it will mean fewer H1-Bs. But I expect instead of bringing them here they'll send the jobs to them. Or just set up in Vancouver or Toronto.

The current format of the H1B bill would not include companies like HPE, CSC, IBM, Accenture, etc., it only applies to companies that employ more than 15% of their workforce in the US as H1B workers, really would do nothing for US workers. It is aimed at Infosys, Tata, etc..

In 2003 at Enterasys I watched a dedicated employee with 20 plus years experience train an H1B guy from India how do do HIS job and was laid off 2 weeks later. I have seen many friends at Fidelity have to train their Indian replacements, and if they didn't cooperate would have not received any severance package when laid off. And don't forget the well publicized Disney deal where they replaced 250 IT workers with Indian replacements in the same way:

The "guest worker" program has been abused and it is refreshing to see President Trump attempting to make changes.

And during my 3 years at HP I witnessed no less than 8 of my H1B guest worker colleagues produce children, Ever hear of the term anchor baby?

I had 5 years service with HPE at Fremont Storage division! Last year my job and work was outsourced and replaced by a H1B worker.

Now I am still looking for job but that H1B worker has still been working fine there !

Hopefully there will be more American jobs as a result. Unfortunately, there is no doubt companies will do their best to get around this and continue to use cheaper overseas labor.
