Tech Mahindra as mentioned. IT-wise, they are truly awful. Don't get me wrong - they're great when contributing to their own bottom line. But they take to the extreme the idea that it's more profitable to build crp an be paid more to fix it later, than to build quality software upfront. One business group I work for has a huge TM contract - about $200M over the past 5 years, for a single mobile app. The thing is a steaming pile of sht. It's to the point where it's so expensive to try to fix, that the business managers are posting job aids, workarounds, and separate tools on tSpace just to compensate for how bad this app is. And to top it off, they double down on this thing every year.
Not surprisingly, TM has been trying to spin off some of the things they developed while on this contract. I've had to sit in meetings where they pitch a (truly awful) product that was developed WHILE ON AT&T TIME WITH AT&T's MONEY. They want us to buy back what we paid them to develop for another business group! The presentation was the biggest POS I've ever seen. One of my co-workers laid into them about what a POS it was. The senior lead of that group is flying around the country trying to get her foot in the door with other AT&T mid-level executives to pitch this worthless piece of software that we've already paid for.
Don't forget the Czeck Republic in Brno. Bit Tech Mahindra and Arcient, both off shores in India and heavily used by ATO.

This is from Vendor manager for ATT. We have Accenture, Wipro, Infosys, Tech Mahindra and AMDOCS. Amdocs is a big QA vendor. All of these companies rewrote their contracts with ATT and have sent the jobs offshore to other countries like Israel, phillipines and India.
Agreed, that national security thing is important stuff.
I used to work directly on AT&T's infrastructure and literally everything was outsourced. All the "engineers" did was contact vendors to fix things.
Ericsson is a big vendor AT&T outsources to.

Tech Mahindra is by far one of the biggest companies we outsource to.
In my opinion outsourcing is a threat to our national security.
