He might be building a "Cheap class SaaS service/ support org."
He's finding the cheapest labor places. Oracle support used to be great. It's getting worse. All the man knows how to do is cut costs and manage of a spreadsheet where (1 engineer with 30 years of experience in Australia is = 1 Engineer in India with 1 week of experience working for 1/4 the cost).
Customers lose, Oracle wins. In the long term, Oracle loses because those customers migrate to MSFT Azure or AMZN AWS. Nice way to piss off your customer base.
All CEO will said the same, what MH mean is building the world cheapest model. All USA head count go to Mexico because they will work overtime without getting pay, so free labor for Oracle.
I think it all depends on the customers and the local support team. I always give it my best but sometimes Oracle processes are unbearable and I think Oracle wants us to quit and hire at a lower rate. Oracle is very political, there's not much we can do but work with the system and resource we are given. MH does not run Oracle it's Larry and Safra.

Ask customers in EMEA who had their customer support teams moved to Romania. Surveys indicate significant unhappiness with the resulting drop in quality.
