My guess is there are now more upper layer folks than actual workers

They don't care and never will. Blame the Board for being the same. They will ride the ship down and sail away.
Not one of those idiots in Senior Management has lost their jobs or been demoted. Instead they make scapegoats of the rank and file employees through four rounds of layoffs. How is it not one of them has suffered whatsoever for running what was once a good company into the ground? Noble's BOD is just a bunch of lackeys.
