Are things that much more efficient by reducing 5%? Seeing a lot of people moved into new roles that don't seem to add much value. Are these just placeholders for the next round? Very confusing.

It will keep happening you better believe that Enbridge can now use this when they scream poverty tobthe customers. This is layoffs for the sake of layoffs. Efficiency - pull your heads out of your asses. This is closer to reality than Integrity and Respect!
It is time to take your own destiny into your hands. Stop being a lackey for these good for nothing cowboy organizations.
I learnt the hard way after daring to not back down from the ridiculous request from a new manager at ATCO that I put off my career development goal to complete the CMA ( Certified Management Account) program. I politely declined, carried on with the program from my own pocket, passed the exams excellently, shared the results, the manager became red with envy and I was let go with a package with the condition that I would not pursue any litigation process. I followed up with the provincial human resource authorities, they gave the shocker that unfortunately the worker in Alberta is not protected against unfair dismissal as long as the employer has met the conditions for severance. When I told them the details of the severance they said the employer was generous. Wow! That's what it takes to give any staff the boot if you don't like them! I vowed NEVER to take a full time position from that experience.
5% isn't enough. This is happening every year now until the social climate changes enough to allow new pipelines can be built. It the only way the company can meet the dividend growth promises at this point.
More coming

Probably true, but in all honesty what can anyone do about it?
