My Last working day with Cisco is 17th Oct which is Monday. Is it OK to sign and ship it overnight with FedEx Next Business Day Service on 17th Oct itself to be eligible for Severance?

Don't hold you breath for payment on the 21st date. The numbers are so huge that HR is messing things up every step of the way. I think they should be prepared for a large number of unfair dismissal's.
You sign/date it on October 17th and overnight with tracking. They will receive on the 18th but your term date will be October 17th. It matters that you sign and send on same day and not when they receive it. Since you are not allowed to post date it. Then your severance should be processed within 21 business days from October 17th. You have 7 days to revoke the package and they have 14 days to process severance. Hope that helps.
