I was so proud to get a job a Cisco. I went through 9 interviews... 5 of them in conference rooms with whiteboards and multiple CCIEs testing my knowledge. I've been here 10 years.. and while on the outside I've been very proud of working for Cisco, in my mind I've been angry that I'm a 2 X CCIE and am paid FAR less than what I should me. I've worked for this company and have NEVER been given a raise. I'm single, don't have kids... so I've tolerated it. I WORK FOR CISCO. I'm sitting here today and thinking that it's got to be Stockholm Syndrome. Why else would I tolerate this?

Wear a tie to work for three days and come in late or leave early. It may not work, but, it'll have them wondering.
I was LRd in Aug, 2015 after 15 years. One promotion, and several raises, w/CCIE in DC. Only way to get to promoted is to threaten to leave. Get a few referral letters from past managers, and update your LinkedIn profile. If you haven't already started, update your skill set to include, Linux, Python or C#, or some sort of script and coding capabilities. There are so many better places to work, lots of great startups with better benefits and salaries and work env.
Youhave to remember the Cisco mantra...I'm Rick Harrison, and this is my pawn shop. I work here with my old man and my son, Big Hoss. Everything in here has a story and a price. One thing I've learned after 21 years - you never know what is gonna come through that door.

More likely you are just a chickenshit who is afraid to get a better job or demand a raise.
