I always thought it stood for Labor Reduction .
It is a labor reduction though a "limited" restructuring of the business by laying off people in business units that aren't generating enough profits to be kept around. Or, they need to cut costs in those business units by hiring cheaper staff after making room for them by firing more expensive staff.
It was originally called a "workforce reduction" or WFR before Cisco decided to call it limited restructuring to focus their efforts on certain products/services for a year or two and then have another LR to focus on some other product/service. Then they ran out of things to focus on and had to tell us we were in "at-risk" roles and ask for volunteers to quit.
It stands for Lovely Release, and it signifies the freedom people get when leaving the horrendous work environment that is Cisco.
Last Ritual from Cisco
The previous CEO wanted to pretend he wasn’t having layoffs so he made up the phrase “limited restructuring” to sooth his fragile ego. Of course the term layoff itself came into common usage so CEOs didn’t have to say they were firing people (for a short time it refered to people who might be recalled after a short time if business conditions improved but I can’t point to a case of that happening in decades.)
As that CEO also pointed out doing annual layoffs is a sign of management failure and Cisco has been doing it for a decade, so he has unintentionally but correctly defined his and his successor’s performance as failures. You can fail like this forever if your customers will pay the absurd margins requires to cover the underlying failures in makets which really aren’t contested.

It stands for Limited Restructuring, it's a Cisco term. here in UK it's called a redundancy, in the US they call it layoffs and in Canada it's surplus.
LR =Lightly Resuscitated .. until next year.
It is similar to the concept of "fattening up the goose/turkey/lamb/goat/cow" for the sacrifice ritual held every year by Cisco .
The animal is kept alive - just enough/until - to meet its ultimate end.
