Actually if you have a team of say 10 people and all are rockstars and are told to rack and stack , and mandate is 2 people are in the bottom what would you do. The new trick is to hold on a scape goat and not have a full high power team. Its ridiculous, then you have team that my worst person is most managers best person.

Management cut based on what they are told to do. HR do the paperwork. Don't blame the messengers. Blame the big bosses...oh but then most of us probably aspire to be the big bosses....see its complicated.

You did do something wrong, much like a poor child did something wrong - choose the wrong parents. Cisco has been laying off good people for years, from everything that I can tell.
I also echo those who recommend getting your resume in order and look for another job, even if you are happy at Cisco - you cannot rely on the management to have a coherent plan that will keep good talent at the company.
Cisco leadership s all-wise, all knowing. Cisco leadership is leadership at its finest. If I get cut, it is because I did not please Cisco leadership. Oh great Cisco leaders, if you must choose me for sacrifice, please make sure you have plenty of stock options so when the price goes up on the news of my job loss, you will at least get compensated.
I know it it hard to make these big, sweeping decisions, Oh great Cisco Leadership, so I want you to have millions of dollars to soften the difficult decisions to eliminate my job, hurt my children and alter my future.
