Working for the Government for Free?

The Project Managers that work for the NGEN contract are loaded up with projects and basically forced to work nights and weekends, we are not compensated in any way. HPE only gives raises/bonuses to Meg Whitman and her direct reports. While we are being "forced" to work overtime for free (under threat of WFR) they are billing the Navy for every hour we work, for those of us that came from EDS we have had to do this since the CoSC contract. Is that legal for HPE to bill the Navy for the overtime?

It is legal, and very normal. I am also working like a dog and only getting my salary. As far as HPE benefit and getting rich - that depends how the contract is billed. If your contract is cost plus then HPE will only ever bill your salary plus the fixed fee. More hours do not net more money. If your contract is billed fixed price then HPE gets a set price matter how many hours. In that case the fewer hours worked the more profit. Now if it is a Time and Materials contract - yes HPE makes a ton of money off your hours worked above 40. They charge per hour but only pay you salary.

In summary yes it's legal but is HPE making tons of money off your blood sweat and tears? It depends.
