It is my understanding then what a membership vote takes place - strike, ratify a contract, etc.. That non-votes are counted as yes votes. So if out of a 35,000 person membership, if 15,000 vote no, 5,000 vote yes and 15,000 don't vote, the measure will pass with a 20,000-15,000 yes/no vote.
In my opinion that's rather f'd up..
We were told "the people upstate voted yes". Then they transfered them to Queens. And those people said " They said you guys voted yes for this sh--ty contract,".

I could, and honestly wanted to spit in their faces. Our local as a whole voted "no" but remained in minority.
What people fail to realize is one thing: Shelton has to get this one right, or he's history. He has seen the rebellion across the East Coast once the 2011/12 got pushed down people's throats and he knows darn well that he's got to come up with something significantly better than simply accepting the so-called LBFO if he's intent on keeping the office...that's why they parted with the money this time around, there was simply no other way about it.

No. You'd need 17,501 actual votes to begin with otherwise the ratification process would have to be repeated.
